A NEGRO RECEIVES A WHIPPING AND THEN COMMITS SUICIDE. [Special telegram to the Dispatch.] FRANKLIN, SOUTHAMPTON COUNTY, VA., December 17.- Moses Ford, a negro living in Nansemond county, and employed as section-hand on the railroad, committed suicide last night. He was whipped for stealing ten dollars, and after receiving the lashes went to his mother's door and blew his brains out with a double-barrelled shot-gun. He missed himself at the first fire, but taking better aim the second time, he succeeded, as stated above.
