Howell, Jr., 73, of 1027 Pennsylvania Ave., retired manager of the Suffolk office of the Suffolk office of the Portsmouth Water Department, died Wednesday morning in Louise Obici Memorial Hospital. He had been with the Water Department for 47 years. Howell was the husband of Florence Jones Howell and son of the late Frank E. and Mamie Barrett Howell. He was a member of the West End Baptist Church, member and past president of the Progressive Men's Bible Class. He was a member of Hiram Masonic Lodge 340, past High Priest of Mt. Nebo RAC 20, member of Portsmouth Commandery No. 5 and Khedive Shrine Temple of Norfolk, and past president of the Suffolk Shrine Club. He was a past Chancellor Commander and 50-year member of Knights of the Pythians and a past president of the Kiwanis Club of Suffolk. Surviving, besides his wife, are one niece, Mrs. J.C. Crawford, Brighton, Tenn.; two great nieces and one great-nephew. A funeral service will be held at 2:30 p.m. Friday in the Sidney F. Harrell Funeral Home conducted by the Rev. Donald J. Dunlap. Entombment will be in Meadowbrook Memorial Mausoleum.
