A native of Isle of Wight County. He was the son of William Franklin and Permelia Rebecca Spivey Jenkins. He held degrees from the College of William and Mary and Columbia University, was a member of Phi Beta Kappa and Pi Kappa Alpha and a Navy Officer in WWI. A former high school principal in Nansemond County and was Superintendent of Schools there as well as South Hampton County for 28 years. He was Director of Finance and Administration and of Research and Planning, State Department of Education prior to retirement in 1963. He also was a member of First Baptist Church and Richmond Rotary Club. He is survived by his wife, Virginia Belcher; and a number of nieces and nephews. Remains rest at the Parham Chapel, Woody Funeral Home, 1771 Parham Road. Funeral services Tuesday 1:00 p.m. at First Baptist Church, Richmond, with interment 4:30 p.m. in Poplar Spring Cemetery, Franklin, Va. If desired memorial gifts may be made to First Baptist Church. The family will receive friends at the funeral home from 7:00 to 9:00 p.m. Monday.
