A wide circle of friends and acquaintances in Franklin and Southampton County was grieved to learn of the death on Monday morning, September 25, at his home in Clay Street of Paul Scarborough, former publisher of The Tidewater News and former postmaster of Franklin. Although Mr. Scarborough had been in ill health for more than four years, his condition took a turn for the worse about six weeks ago; and, despite the care and devotion of his wife and sons, he was unable to cope with the ravages of his illness. At the time of his death he was 68 years of age. Mr. Scarborough, the son of the late Rev. Charles Wesley Scarborough, a Baptist minister, and Annie Waitt Scarborough, was born in Wake County, N.C., on August 28, 1882. He was educated at Wake Forest College and John Hopkins University. As a young man of 23 he came to Franklin from Murfreesboro, N.C., where he had edited a weekly newspaper for a short while and became the first editor of The Tidewater News, which succeeded The Graphic. The first issue of The Tidewater News came off the press on October 20, 1905. From that date until March 17, 1947, when ill health forced his retirement, he was connected with the paper as editor and publisher. As editor Mr. Scarborough crusaded for civic betterment, early agitating for a town manager-commission form of government for Franklin. Among his most important accomplishments can be counted the adoption of such a form of government by the town a quarter of a century ago. He was twice postmaster of Franklin, first from 1917 to 1921, under the Wilson administration, and again from 1933 to 1945 under Franklin D. Roosevelt. A firm believer in the principles of Jeffersonian Democracy, he represented Southampton County in the House of Delegates in the regular session in 1932 and the special session of 1933. His various civic duties included service on the Town Council of Franklin, the Town of Franklin School Board, the Southampton County School Trustee Electoral Board. He was one of the organizers and the first president of the Franklin Rotary Club, which was formed in 1924; and until his final illness he was a faithful attendant at the Friday luncheons of the club, looking forward to them from week to week. He was president of the Virginia Press Association for the term of 1925-’26. His loyalty to the Franklin Baptist Church, of which he had been a member since 1905, was attested by his zeal in the performance of his duties as Sunday school teacher and deacon. Succeeding the late R.E.L. Watkins as teacher of the Bruner Men’s Bible class, he served in that capacity until enfeebled by failing health. He was also at one time moderator of the Blackwater Baptist Association. He is survived by his wife, Mrs. Dora Wasdon Scarborough, a native of Wilson County, N.C., whom he married in 1905; two sons, Paul Scarborough, Jr., of Hampton and Charles W. Scarborough of Richmond; and seven grandchildren. Funeral services were conducted from the residence on Tuesday afternoon at 3:30 o’clock by Rev. R.D. Stephenson, his former pastor. Interment was in Poplar Spring Cemetery, the active pallbearers being J.L. Camp, Jr., H.L. Duff, F.F. Jenkins, Junius W. Pulley, Dr. Burton J. Ray, Harry Steinhardt, H. Wayland Stephenson and Will H. Story.
