VAUGHAN OF FRANKLIN DIES AT 64 FRANKLIN - May 27 - Cecil Calvert Vaughan, III, 64, a banker and civic leader here, died Thursday night at his home. Mr. Vaughan was president and chairman of the board of Vaughan and Co., a banking firm founded in 1886 by his grandfather, the late Cecil Calvert Vaughan. Mr. Vaughan had been president of the bank since his father’s death in 1929. He had been chairman of the legislative committee of the Virginia Bankers Association, chairman of Group I of the Virginia Bankers Association and president of the Tri-County Bankers Association. He was a director of the Tidewater Automobile Association. A graduate of Virginia Military Institute, he was a charter member and past commander of Southampton Post No. 73 of the American Legion and a charter member of the Franklin Rotary Club. Mr. Vaughan represented Southampton county at the state constitutional convention in 1945. He was a lifelong member and a steward of High Street Methodist Church. He also was a member of the executive committee of the area Boy Scout organization. During World War I, he served as an army first lieutenant and saw service in France. After the war, he was on the staff of the late Maj. Gen. S. Gardner Waller, adjutant general of the Virginia National Guard. During World War II, Mr. Vaughan was coordinator of the civilian defense council in Franklin. Surviving are two sisters, Mrs. Charles Lee Smith of Raleigh, N.C. and Mrs. Clifford A. Cutchins Jr. of Franklin; one nephew, and two nieces. A funeral service will be held at 3 p.m. Sunday at the residence. Burial will be in Poplar Spring Cemetery here.
