All rights reserved. http://www.usgwarchives.net/copyright.htm http://www.usgwarchives.net/va/vafiles.htm ************************************************ "Suffolk (VA) News-Herald," Vol. 24, No. 288, Sat., Feb. 28, 1948, p. 1 City Marking Initial Anniversary Sunday Congratulations of a sort will be in order tomorrow, February 29, in that it will mark the first anniversary of Suffolk as a city of the first class. Qualifications for such recognition under certain sections of the Code of Virginia require that a "city of the first class" shall attain a population of 10,000 inhabitants or more and must comply with certain statutory provisions. The matter came to the attention of Willis E. Cohoon in 1944, who was then delegate to the General Assembly from this district. Upon the initiative of Mr. Cohoon the necessary steps were taken to arrange for the necessary court orders, and to secure certification of the official census. The qualifications having been met, Governor Colgate W. Darden, Jr. on February 29, 1944 issued a proclamation designating Suffolk as a city of the first class. In that the proclamation was issued February 29, Suffolk's birthday as a first class city comes around only once every four years, tomorrow marking the first such anniversary since its re-designation. Mr. Cohoon said it was possible that Suffolk has been qualified according to population, since the 1930 census, but no action was taken at that time to have it so proclaimed. He added that he ran across the situation while engaged in legal activities pertaining to cities of various classes.
