Born in White Plains, N.Y., he was a son of the late Earl and Sarah Baker Clow. A Navy veteran of World War II, he was a retired senior highway foreman for the City of White Plains. He was a Methodist. Survivors include his wife, Dorothy Johnson Clow of Franklin; a daughter, Barbara Clow of Port Chester, N.Y.; a son, William Clow of White Plains, N.Y.; a stepdaughter, JoAnne Harrell of Suffolk; a stepson, Johnnie Rawls Jr. of Franklin; a sister, Marion Miele of Illinois; a brother, Earl Clow of Portsmouth; two grandchildren, Elaina Dodi and Sharon Mantovani; and a great- grandchild, John Michael Dodi. A graveside service will be held at 2 p.m. Friday in Holly Lawn Cemetery, Suffolk, by the Rev. Basil L. Ballard. The family will receive friends from 7 to 8:30 p.m. today at Wright Funeral Home.
