SURRY COUNTY, VA - MILITARY - Jesse Moore, Revolutionary War Pension Application ----¤¤¤---- MOORE, JESSE, RWS, VA, S38242 Transcribed by Mary Lu Johnson 30 Sept 1818, District of Va Surry County towit: On this 30th day of Sept 1818 before me the Subscriber one of the Judges of the Genl Court...personally appeared JESSE MOORE age sixty eight years a resident of Surry County afd, who being by me duly sworn according to law doth on his oath, make the following Declaration in order to obtain the provisions made by the late act of Congress, entitled "An Act to Provide for...Revolutionary war. That he the said JESSE MOORE enlisted on the 19th Feby 1776...with ENSIGN BOYCE in the company commanded by CAPT JNO WATKINS of the 4th Regt COL ADAM ?HEPPER. That he continued to serve therein with THOMAS BRILEY who is another application for relief until the 19th Feby 1778 when he was honourably discharged from service at Valley Forge in the State of Pennsylvania that he was in the Battles of Germantown, Brandywine, Trenton, Princeton & several skirmishes. That he is in reduced circumstances & ____ __ need of assistance from his County for Support & that having given up his discharge when he received the Warrant on account of these services rendered to the State of Va the benefit of which he now renounces, he has now no other evidence of his services but the ascribed affidavit - Sworn to & declared before me this day & year afd. PARKER District of Va Personally appeared before me ____ as afd ALBRIDGTON SEWARD aged sixty six years & made oath that he knows of JESSE MOORE'S enlisting under ensign BOYCE in the year 1776 and that he remained in the Army two years & then he returned to Va with a Brother of this deponents since dead who had enlisted with him. That MOORE is poor & depends on his own labor for support. Given under my hand the 30th Sept 1818. Restored to Roll 16 May 1828. 24 September 1821, Virginia, At a Court held for Surry County~ On this [date] personally appeared in open Court, being a Court of Record for the County of Surry aforesaid in the State of Virginia, JESSE MOORE of the same County, who was a Soldier in the Revolutionary War, and in the War department inscribed on the Pension List Roll of the Virginia Agency at the rate of eight dollars per Month, which conmmenced on the thirteenth day of September one thousand eight hundred and eighteen as appears by a certificate from the hand of J. C. CALHOUN esquire Secretary of War, with the seal of his Office annexed, dated 20th day of April 1818 by virgue of a Law of the United States of the eighteenth March 1818 - the said JESSE MOORE being first duly sworn according to Law doth in pursuance to an Act of Congress in addition to "An Act entitled an Act, to provide for certain persons engaged in the Land and Naval service of the United States in the Revolutionary War" passed the eighteenth March 1818, on his oath make and subscribe the following Schedule as containing his whole estate and income (necessary Clothing and Beding excepted) to wit, Schedule of the property, Real and personal of JESSE MOORE of the County of Surry, and who was a Soldier in the Army of the Revolution (necessary Clothing & Beding excepted) to wit, One Horse seventeen years old last May, two grown Cows, one three year old Heifer, one two year old Bull, and one Calf, one Sow and five Pigs, twelve Sheep, two pine plank Chests, one pine plank Corner Cupboard, six old Windsor Chairs, two old rush bottomed Chairs, one small pine safe, one Weaving Loom, one Spinning wheel, one small Duth Oven, one Iron Tea Kettle, one square Pine Table, six case knives and forks, two pewter dishes, two earthen Dishes, six earthen Plates, and two pewter plates, two small Table Cloths (Cotton), one Iron Skillet, two axes, one small weeding hoe, one Grubing hoe, one Plow and Plow-hoe, four stone jugs, one broken Pitcher, one Water Pail, one ?piggin, two Washing Tubs, one Froe, one hundred and seventy six Acres of Land (very poor does not yield generally with my best attention, two bushels Corn to the thousand hills) a note of hand from THOMAS ROWELL for twenty dollars, becomes due first of January next and twelve dollars and twenty five Cents Cash. My provisions from the fifteenth of the present Month all to perchance to sustain myself, aged seventy one years 15th September (instant) My Wife aged forty five years, and a Daughter of seven years old. JESSE [his X mark] MOORE And also subscribed and book mark the following oath, to wit, I JESSE MOORE do solemnly swear that I was a resident Citizen of the United States on the 18th day of March 1818 and that I have not, since that time, by gift, sale or any manner whatever disposed of my property or any part thereof, with intent thereby so to deminish it as to bring myself within the provisions of an Act of Congress entitled "An Act to provide for certain persons engaged in the Land & Naval service of the United States in the Revolutionary War" passed on the 18th day of March 1818 and that I have not, nor has any person in trust for me, any Property or securities, contracts or debts due to me whereof I have any expectation of receiving (except the sum of twenty dollars due from THOMAS ROWELL mentioned in my Schedule, nor have I any income, other than what is contained in the Schedule hereto annexed & by me Subscribed. JESSE [his X mark] MOORE The Court this 24th day of September 1821 order that the Clerk do certify a Copy of the said Schedule and oath to the Secretary of War for the United States of America, and that he also Certify to the same department that it is the opinion of this Court that the whole property contained in the Schedule aforesaid is worth Two hundred and eighty nine dollars and no more. Calhoun Secretary of War for the United States of America Sir, Enclosed I now forward to your Honor the proceedings of the Court of this County in the case of an aged, indigent & I may with the propriety add, was the man JESSE MOORE, one of the old Revolutionary Soldiers. The old Man's Schedule & oath inside would have been recorded sooner but for his great diffidence in not pressing his rescue upon the Court, he attended on the Court three successive monthly Courts, but the great throng of them oppressing on the Courts each day of its sitting, and he not able to employ Counsel to press his business to the Court, he failed bringing the same to the attention of the Court until I took the liberty to do it for him on 24th this Instant. I am hopeful his delay may not prove of further disadvantage to him than that he has already experienced in the want of his allowance - he is very aged, & as you will discover from his Schedule & the valuation the Court has made he is poor, yes sir, now wanting the necessaries of life, being compell'd to administer too sparingly to himself & Family, that he may exist until he may receive assistance from his Country for his hardships & services long since borne by him for this Country - Excuse me, I beg you sir, for suffering myself thus to with the old Man is now before me trembling with debility, & shews by his appearance his great want of assistance from his Country - I have considered myself acquainted with Mr. Moore nearly forty years, all which time he has been esteemed and honest, & industrious man - has raised many children who are now all dead or dispersed over the Country in search of their fortune, with exception of one Child of his olde age. Mr. MOORE desires me to request you will be pleased to forward to me enclosed a renewed Pention or such other An Charity as shall be necessary to obtain his allowance, he is the more pressing as his means of support are nearly exhausted. Hoping you will excuse me for troubling you, this letter, I subscribe myself. Your ob't serv't [Signed] JOHN FANLON 26 November 1827, At a Court of Quarterly Sessions held for Surry County... Declaration In order to be restored to the Pension list under the Act of 1st March 1823. On this twenty sixth day of November 1827, personally appeared JESSE MOORE in open Court, being a Court of record for the County of Surry aforesaid; a resident in said County aged seventy eight years, who being duly sworn according to Law, doth on his oath make the following declaration in order to obtain the provision made by the Acts of Congress of the 18th March 1818 and of the first of May 1820. That he the said JESSE MOORE enlisted for the term of two years on the 4th of July 1776 in the State of Virginia in the Company commanded by CAPTAIN JOHN WATKINS in the Regiment commanded by COLONEL STEVENSON in the line of the State of Virginia on the Continental establishment. That he continued to serve in the said Corps until his term of two years expired When he was discharged from the service at Valley forge in the State of [blank]. That his name has been placed on the pension lists and dropped therefrom on account of his property. And in pursuance of the Act of the 1st May 182_ I do solemnly swear that I was a resident Citizen of the United States on the 18th day of March 1818 and that I have not since that time, by gift, sale, or in any manner disposed of my property or any part thereof, with intent thereby so to deminish it or to bring myself within the provisions of an Act of Congress, entitled "An act to provide for certain persons engaged in the Land and Naval services of the United States in the Revolutionary War" passed on the 18th day of March 1818 - and that I have not, nor has any person in trust for me any property or securities, contracts or debts due to me; nor have I any income other than what is contained in the Schedule hereunto annexed and by me subscribed - That since the exhibition of my last Schedule the following changes have been made in my property. Two grown Cows dead One, two year old Bull, dead One Calf dead - One Horse the same now in my possession gradually reduced by increase of years and now of little service All the Money then on hand $12.25 consumed in support of the family. And the debt due by THOMAS ROWELL for $20.25 tho' yet unpaid has been anticipated by my debts to others - JESSE [his X mark] MOORE Sworn to and declared on the 26th day of November 1827 before the Court of Surry County Schedule of the property of JESSE MOORE of Surry County Virginia ~ REAL ESTATE - One hundred and seventy six Acres Land of which 120 Acres is cleared, the balance in Wood sufficient for Rails to enclose ~ the whole of this cleared Land is an open - common grown up in small pine bushes, not being able to keep the Fences up, except 15 Acres around the House partially enclosed with the old Rails saved by gradual reductions of the inclosures for the last six or seven years - In this inclosure of 15 Acres, there is an old House where my Family resides and cultivate as well as we can - a little Corn. On the same old field there is one Log-hut occupied by a family who pays me four barrels of Corn per annum the present year. And also one other Log-hut occupied by an old free negroe, who is to perform for my use thirty days labour during the year, but whose old age and infirmities renders it of little value to my support. PERSONAL ESTATE - My same old black Horse mentioned in my last Schedule, now 22 years of age, which by his kind keeping renders me a little service yet, but like his Master requires some help. One Cow (dry at present, nine years old, she came mentioned in my Schedule of 1821, who was then a 2 or 3 year old Heifer. The other two mentioned at that time are dead The two-year old Bull, also dead One two-year old Heifer - one yearling Calf One Sow and six pigs, twelve Sheep, 2 pine Chests, 2 Rush-bottom, 1 Pine Cupboard, 1 pine Safe, 1 Dutch-oven, broken, 1 pewter Dish, 1 Skillet, 6 Windsor Chairs, 1 loom, 1 Spinning wheel, 1 Tea kettle, 6 Case-knives and forks, 2 Cotton Table cloths, 1 ax, 1 plane old and worn out, two Wash-tubs, in use since my last Schedule of 1821 & none new added, many articles mentioned are worn out and good for nothing OCCUPATION - I have been a farmer - my age is 78, weak and blind in a great measure - I am now inable to work and have gradually consumed all the Money and debts mentioned in my former Schedule and am at present a little in debt over what is due to me. My family are weak and unable to assist me if they are unable to support themselves, having the benefit of a House and Land free of rent - If I am compelled to sell my Land to make a support, which would not sell for one dollar per Acre I should then indeed be on the Parish and am now in very indigent circumstances ~ FAMILY - A Wife, NANCY MOORE now fifty four years of age, very sickly and infirm and perfectly unable to support herself. A Daughter now fourteen years of Age, delicate health and unable to contribute to her own support. JESSE [his X mark] MOORE Witness: BULLER COCKE We the subscribers, being the adjoining neighbours of W. JESSE MOORE having read the schedule of his real and personal estate as well as having examined the premises, do testify that we are well acquainted with his circumstances as to property, that he has fairly and faithfully stated all the property he owns, that it is of little or no value in support of himself and family - The Land we consider of no value in that way, because he is unable to work it himself and it is too poor in quality to pay the hire of labour to work it. The Houses affords to him and his family a shelter and a home, and it would be cruel for him to sell it to support his family as in the present state of the value of Land in this County, of that quality - it would not command in our opinion, one dollar per acre. And we do further declare it as our opinion that the said JESSE MOORE is in such indigent circumstances as not to be able to support himself without the aid of the Government. CRUMP Surry County, Virginia, to wit, I JOHN FANLON, clerk of the Court of said County do hereby certify that it appears to the satisfaction of the Court that the said JESSE MOORE did serve in the Revolutionary War as stated in the preceding declaration against the common enemy for the term of nine months under one engagement on the Continental establishment. I also certify that the foregoing oath and the Schedule thereto annexed are truly copied from the Records of said Court; and I do further certify that it is the opinion of the Court that the total amount in value of the property in the aforesaid Schedule is eighty five dollars and ninety nine cents exclusive of the Land and Beds. On the motion of JESSE MOORE the Court took into the consideration a valuation of the said JESSE MOORES Real estate and after a mature deliberation, the Court are unanimous in their opinion that his Real estate does not exceed seventy five dollars. JESSE [his X mark] MOORE Acklowledged Power of Attorney: [Signed] WM N. MUFFIN, J.P. 19 July 1837 [Letter to] War Department Pension Office Sir: Your letter to the Secretary of War in relation to the case of JESSE MOORE decd has been referred to this office, and in reply I have to inform you the pension appears to have been paid to the 4th Sept 1831. The arrears due from that period to the day of his death can be obtained by the widow at the Richmond Agency on the production after proper vouchers. There is There is no evidence to this office to show when he died. I enclose the regulations under the act of July 4, 1836 for her examination, but it is believed that her case is not enhanced by that act, as it is necessary that the marriage should have taken place before the termination of the Service. The enquiry in relation to land will be answered by Wm Gordon, Esq, of the Bounty Land office to whom your letter has been referred. [Appears to have been addressed to ARCHD ATKINSON, Smithfield, VA - mlj] 15 February 1845 [Letter to] Pension Office Sir: I have the honor to acknowledge the receipt of your letter of the 5th inst accompanied by sundry papers which appears to have some relation to the case of JESSE MOORE, who was a pensioner under the Act of 18 March 1818. It is believed that JESSE MOORE has been decd for several years, and as it does not appear that his widow has ever applied for a pension it cannot be discerned for what purpose these papers were sent to ?this [and written over, can't read] they are respectfully returned herewith. The regulations under the Acts of 4 July 1836 and 7 July 1838 are enclosed, in order that the widow of JESSE MOORE, if she intends making an application for a pension, may do so understandingly. If her marriage took place before the termination of her husband's service her claim should be asserted under the Act of 4 July 1836 if after, and before 1st January 1794 under that of 1838. If her marriage took place after that time there is no law which embraces her case. [No signature; in margin is written Hon. Your esteem's form of the 3rd Aug came to hand in course of Mail - My own engagements and other causes has prevented me from giving my attention to old Mr. JESSE MOORES affair of the pension - the original Schedule & papers on which his pension was granted not being a record in the County - Was only been only able to refer the one made in 1821 when he applied for its renewall - From which _____ two little alterations in his circumstance other than what was to be expected in the circumstances of man who had no income & unable to work should one ____ the principal - Now enclosed for your perusal & consideration ___ __ papers proposed appropriate to the form sent me and a certificate from __ the men of high respectability in his neighbors in his farm from which you will be able to judge whether he comes under the provisions of the law - also one inventory made by two of his near neighbours of his estate & its Value - as we suffer that the land is the principle objection to his receiving a pension, & not his personal estate, I have concluded it was best to make this inquiry of you before any further trouble was ____ to on ____ the papers before the Court of the County. You will oblige me by examining the papers & ____ ___ notes on them as your knowledge & experience in business will enable you to do.
