Thomas Morton Raines, Jr., 73, passed away February 20, 2016. Born in Suffolk, Virginia, he was the son of the late Dr. Thomas M. Raines, Sr. and Alice Hill Raines. Mr. Raines was a graduate of Wakefield High School and did his undergraduate work at Washington and Lee University and Frederick College and additional study at London Extension, University of Maryland; Sorbonne, University of Paris; U.S. Department of Agriculture Graduate School; School for Advanced International Studies and Middle East Institute. Before going to Washington he served in the U.S. Air Force and taught in both public and private schools in Sussex County. While in Washington he served as legislative and research assistant to congressmen from Texas and Indiana; as Director of the Republican Task Force on Congressional Reform; as Executive Director, House Republican Research Committee and as a representative of the House Republican leadership. He has been asked to serve as a member of one of the advisory councils of the Republican National party and to be a contributor to Commonsense, a national quarterly journal of political thought and opinion. He was elected Registrar of Sussex County where he served for 13 years. During this time, he was appointed President of the Voter Registrars Association of Virginia and served from 2001-2003. Mr. Raines was an active member of St. Paul's Episcopal Church in Petersburg, Virginia. He will forever be remembered for his passion for travel, politics and his beloved farm, Oakland. He is survived by his sister, Alice Raines Joyner and her husband, Massey Joyner of Ivor; nephew, Keith Joyner of Ivor; niece, Karen Halman of Norfolk; great-nieces, Lindsay Joyner of Wakefield; Sarah Halman of Amantea, Italy and several cousins. A memorial service will be held at 2 p.m., Thursday February 25, 2016 at St. Paul's Episcopal Church, Petersburg, Virginia. Burial will follow in Wakefield Cemetery.
