ref: Washington Co. VA Court Minute Book 4 page 315:
"28 Dec 1840:  On the motion of WILLIS INGLE who produiced credentials
of his ordination and of his being in Regular Communion with the
Methodist Episcopal Church took the oath of allegiance to this
commonwealth and entered into bond and security as required by law, a
testimonial is therefore granted him authorizing him to celebrate the
rites of matrimony between any two persons regularly applying therefore
within this state."
