January 28, 1864 DECEASED PRISONERS--The New York Herald gives an official list of the Union prisoners who have died in hospital at Richmond, Va., for the three months, ending Dec. 3, 1863. The whole number is about 870, not a few of whom were from the slave States of Maryland, Virginia, Kentucky, Missouri and Tennessee. Twenty-nine are set down as "unknown." The whole is a melancholy record. The following are the names of Vermont men: H. MONEY, 1st Vermont cavalry, Oct. 22d. F.COWLY, 1st Vermont cavalry, Oct. 27. W. THOMPSON, Co. C, 10th Vermont, Nov. 6. W. RUSSELL, Co. M. 1st Vermont cavalry, Nov. 12. S. S. LINCOLN, Co. I, 15th Vermont, Nov. 20. P. B. DAVIS, Co. I, 10th Vermont, Dec. 8. A. S. LAMPSON, Co. E. 1st Vermont cavalry, Dec. 9. P.
