Tom was born September 6, 1938 to John and Evelyn Baxter in Bellingham, WA.

He served in the Air National Guard.

He married Janice Greer June 15, 1968.

He is survived by his wife Janice "Jay"; daughter Jill Baxter; son Matthew
(Niguel) Baxter; sister Sharon Arcari.
