Neil was born April 17, 1947 in Seattle, WA to Melvin H. and Joyce P. Horman.

He served stateside during the Cold War and Viet Nam in Army Intelligence,
transitioning to the US Army Reserve and the infantry with the Washington Army
Reserve National Guard for a total of 23 years in the military.

He married Kristi in 1981.

Neil is survived by his wife Kristi; sons Kelly, Kaine, Kristian and
Christopher; his parents Melvin and Joyce, brothers Colin and Ross, and sister
Kimberly.
