Vincent was born June 8, 1939 in the Philippines to Sisenando, Sr. and Leanor 
Nalus.

He joined the US Coast Guard and came to the USA October 12, 1972.

In 1967 he married Clarita, in Baltimore, Maryland.

He is survived by his wife, and three sons Victor (Cynthia), Vincent, Jr. 
(Emmy) and Virgil (My-Khanh).   He is also survived by 1 brother and 7 
sisters.
