Robert was born December 27, 1923 in Seattle to Elmer and Lucile Payne.

He served in the Pacific during World War II, and retired as a Lieutenant
Commander.

He married Shirley Kelley in 1944.

He is survived by his three daughters Linda Towne (Bob); Barbara Payne; and
Chris Williams (Gary).

He was preceded in death by his parents; his wife of 51 years Shirley; and his
sister Carol Wartelle.
