Both above notices must remain when copied or downloaded. prevost@ieway.com 1849 (March) Lewis County Territorial Census For each head of household listed, six columns are provided. In this transcription they will be labelled columns 1-6. The first three columns are for "Citizens of the United States." They are as follows: 1 (Males) "Under 21 years of age" 2 (Males) "21 years of age and upwards" 3 "Females of all ages" The next three columns are for "Foreign" and have the same three categories: 4 (Males) "Under 21 years of age" 5 (Males) "21 years of age and upwards" 6 "Females of all ages" In this case, "foreign" does not refer to the birthplace of the person enumerated, but rather to whether the enumerator considered the person to be American or Canadian. The American territorial government was only a few weeks old, and it was less than three years since the entire Northwest had become United States land by treaty and not de facto British (Canadian). Since US citenzenship belonged to any white man in the Territory who desired it, the "foreign" tag quickly disappeared. It should be noted that the "foreigners," mostly French Canadians, greatly outnumbered the Americans at this time, being at least 75% of the non-Indian population. This was politically a very inconvenient fact, so the Canadians were undercounted. Some heads of household were skipped, while all the women and children were. Nearly every "French" and "British" settler was married and had a large family of children, yet virtually none were counted. The Americans had mostly white wives, so they and their children were counted. Most of the "foreigners" had wives with at least part Native American blood, so they and their children were not, no matter how little they were "part Indian." There were only about twelve white women in the county at this time, but at least one, Isabella Bush, was uncounted for political reasons. She was married to a mulatto former slave, so neither they nor their children were considered true Americans until later.
