He was born in Lucerne Co., Pa, in 1849. Came to Wisconsin in about 1856. His parents settled at Kilbourn City, Columbia Co. Mr. McNeel was engaged in teaching for several years. He was engaged in the study of medicine with Dr. G. W. Jenkins, of Kilbourn City. He came to Menomonie in 1878. Studied medicine for a time with Dr. D. H. Decker, of Menomonie.
