The assembly consists of 100 members, who are chosen biennially by districts, and who receive a compensation of $500 for their term of office. The speaker is chosen by the members, and receives $500 for his services. The assembly contains 91 republicans, 8 democrats and 1 fusion. OUTAGAMIE COUNTY. Second District. The towns of Black Creek, Bovina, Buchanan, Cicero, Deer Creek, Freedom, Hortonia, Kaukauna, Liberty, Maine, Maple Creek, Osborn, Seymour, and the village of Hortonville, and the cities of Kaukauna and Seymour, and the Third ward of the city of New London. Population in 1895—22,694. CHARLES CLACK (Rep.), of Freedom, Outagamie county, was born February 18, 1857, in Oxfordshire, England, and was educated in the district schools; came to Wisconsin with his father in 1867, settling in Burnett, Dodge county, where he resided until 1878, since which time he has been a resident of the town of Freedom, Outagamie county; is a farmer and dairyman by occupation. He was chairman of the town of Freedom for seven years in succession, from 1888 until 1895, and an unsuccessful candidate for chairman in 1896; was elected a trustee of the Outagamie county asylum for chronic insane for three years, from 1895 to 1898; was treasurer of the school district from 1879 until 1896, which office he resigned to accept the office of district clerk. Was elected to the assembly in 1896, receiving 2,730 votes, against 2,082 for William Lamure, democrat, and 64 for Christ. A. Anderson, prohibitionist.
