Portage and Waupaca counties. Population, 1895—59,324. JOHN PHILLIPS (Rep.), of Stevens Point, was born at Richmond, Vermont, November 4, 1823, and was educated in the common schools and at Johnston (Vt.) Academy. He graduated at the Rush Medical College, Chicago, in 1853. He came to Wisconsin in 1845, and has practiced his profession as a physician since 1848, at Stevens Point. He has been supervisor of the town of Stevens Point, a member of the Portage county board of supervisors, school superintendent of the town of Stevens Point, and was a member of the assembly in 1860 and 1864. He was pension examiner from 1863 to 1885. He was a regent of normal schools from 1876 to 1891, and was treasurer and president of the Stevens Point board of education from 1876 to 1881. He was on the board of visitors to West Point in 1864. He was elected to the senate in 1894, receiving 7,637 votes, against 3,539 for A. R. Lea, democrat, and 603 for George Ratcliff, prohibition.
