HICKS (Rep.), was born at Waukan, Winnebago county, Wis., March 7, 1854. Shortly after his birth his parents moved to the village of Omro, In Winnebago county. Ile received a common school education and finished at the high school In the village of Omro, In 1870; taught in the country schools and In the village three years, and entered the University of Wisconsin In 1873. Graduated with the degree of B. S. In 1876. Taught the high school at the City of Waupun three years, studying law In the meantime in the office of Ell Hook- er. He took the law course In the University of Wisconsin and graduated In 1880, taking the degree of LL. B. During this time he took special post grad-mate work at the university and received the degree of M. A. Immediately after graduation, he opened a law office In the city of Oshkosh, where he re-sided and practiced law until elected attorney general In 1898. From 1895 to 1898 he was a member of the County Board of Supervisors of Winnebago county and during these four years served as chairman of the Board. He was elected attorney general in 1898 and again in 1900, receiving 263,4S6 votes against 160,130 for George C. Cooper (Dem.), 10,168 for Eugene W. Chafin (Pro.), 6,737 for Rich-ard Elsner (Soc.-Dem.) and 509 for N. E. Hanson (Soc.-Lab.).
