CHIEF CLERK C. E. SHAFFER (Rep.) has been chief clerk of the assembly at every session since 1907, being re-elected time and again without opposition. He was born on a farm in Dane' county where he worked until he became of age, except during the time spent in school. He was educati a in the common schools, business college and private academy, after which he taught in the district and graded schools. He was instructor for a time in mathematics and bookkeeping in the Capital City Commercial College, since which time he has been engaged in the real estate and insurance business.
