CHARLES H. PHILLIPS (Dem.) was born January 21, 1859, at Milwaukee. He received his education in the parochial and public schools, Markham's Academy, and the University of Wisconsin, graduating from the Law School in 1893. For a time he worked with his father and with a Milwaukee leather company, and is at present practicing law. He has held, previous to his election in the Assembly in 1932, no elective office, but was with Governor Peck's administration from 1891 to 1895 in the office of the Secretary of State, and has been chairman of the Democratic County Committee.
