F.X. Scholz came during the early January to New London to serve as Pastor of the Most Precious Blood Catholic Church. During his pastorate, he established the first parochial school in New London, acquired land for the new location of the future church, and made visitations in Clintonville. Through the effort of Assemblyman Hannibal S. Dixon of New London, the State Legislature granted New London a city charter. The first City Election was held on April 3rd. J.C. Hoxie defeated W.A. Sterling for Mayor by a 136 vote majority and C.M. Taylor won by 75 votes over Calvin L. Hale for City Clerk. On Tuesday, April 10, the old Village government was phased out and the new city government came into existence.
