He acquired a liberal edu- cation in the public schools and in West Virginia University, where he graduated A. B. in 1900. For over twenty years he has been identified with banking in Doddridge County. He became cashier of the newly or- ganized Doddridge County Bank at West Union, and has been in the service of that institution, of which he is now president. Mr. Charter is a republican in polities, and has been a loyal citizen in every phase of the development of West Union. In 1910 he married Miss Mabel Taylor, who died in 1913.
