Register Herald Obituaries for June 14, 2000 Charles 'Chuck' Balding OAK HILL ­ Charles Henry "Chuck" Balding, an early WOAY radio and television personality, died Saturday, June 10, 2000, of a heart attack at his home in Richmond, Va. He was 74. Mr. Balding was best known for his Juke Box Revue program on WOAY radio in the late 1940s. He was the first announcer for both WOAY radio and television. A sportscaster, he did play-by-play broadcasts for the Oak Hill Red Devils. He also worked for New River Supply Co. in Oak Hill. Mr. Balding later was manager of KXII-TV in Sherman, Texas, and then was employed by Broadcast Systems in Austin, Texas. At the time of his death he was employed by Professional Products Inc. in Richmond. A 1943 graduate of Montgomery High School, he attended Hampden-Sydney and Emory and Henry colleges in Virginia and Baylor University in Texas. He was a Methodist and active in the Young People's Group at Oak Hill Methodist Church, serving as lay leader. He was manager of the American Legion baseball team in Oak Hill and a catcher for the Page Mining Co. baseball team. He also was a member of the Oak Hill Alumni Association. Mr. Balding served in the U.S. Navy in World War II. He also was a licensed pilot. Born June 27, 1925, in Kincaid, he was the son of David Leroy and Georgia Marie (Payne) Balding. He was also preceded in death by his wife, Forrest Ann (Fox) Balding; and a brother, Franklin Delano Roosevelt "Bud" Balding. Survivors include two daughters, Lisa Carter-Loubat and her husband, Jean Loubat, of St. Louis and Melanie Hale and her husband, Tim, of Sherman, Texas; a brother, Leroy and his wife, Alma, of Charleston; a sister, Joyce B. Wood of Beckley; a brother-in-law, James Lee Wood Jr. of Beckley; two grandsons, Nathaniel and Zachary Hale; and two granddaughters, Christina Carter of Dallas and Candace Hale of Sherman. Friends may call 6 to 9 p.m. today at Tyree Funeral Home, Oak Hill. Mr. Balding's brother, Leroy, will preside at graveside rites in High Lawn Memorial Park, Oak Hill, at 1 p.m. Thursday. Mattie Mae Burcham Mattie Mae "Sissy" Palmer Burcham, 66, of Ridge Park Drive, Beckley, died Monday, June 12, 2000, in a Beckley care center following a long illness. Born Feb. 23, 1934, in Virginia, she was the daughter of the late Herbert L. and Helen Harris Palmer. Mrs. Burcham spent her childhood in Pulaski, Va., was a resident of Belvue, Ohio, for 25 years and moved to Beckley in 1993 following her retirement as a beautician. She ws a member of Mount Tabor Baptist Church. She was preceded in death by her husband, Walter Frederick "Pete" Burcham, on June 7 of this year; and a sister, Juanita "Ree" Kanode. Survivors include a sister, Charlotte Snuffer and her husband, Check, of Cool Ridge; and several nieces and nephews. Services will be 1 p.m. Thursday at Melton Mortuary Chapel, Beckley, with the Rev. Bobby Delph Robert Dale "Bobby" Delph, 47, of Beaver, died Sunday, June 11, 2000, at his home following a short illness. Born Nov. 4, 1952, in Beaver, he was the son of Norma Jean Clark Delph of Beaver and the late Jack Delph. Mr. Delph was a general laborer and a lifelong Beaver resident. He attended Beaver Baptist Church. Born Jan. 27, 1904, at Duck Creek, Braxton County, he was the son of the late Alexander R. and Amanda J. Riffel Dobbins. Mr. Dobbins was the retired president of Western Greenbrier National Bank, Rainelle, and the former Bank of Quinwood. He was preceded in death by his wife, Virginia Ann Dobbins, on June 3, 2000; five sisters, Minnie Ella, Grace Mae, Sylvia, Mina and Erma; and two brothers, Ernest Brooks Dobbins and James Dobbins. Survivors include a daughter, Carol A. Jones of Cape Coral, Fla.; two sons, John Byrne Dobbins Jr. of Albuquerque, N.M., and James Ryan Dobbins of Virginia Beach, Va.; seven grandchildren, Byrne Dobbins, Matthew Dobbins, Catherine Madden, Laurie Cooksey, Ryan Dobbins, Ronald Jones and Scott Jones; and 11 great-grandchildren. Born Oct. 19, 1926, in Dothan, she was the daughter of the late Herman Carr Richmond Sr. and Ethel Gertrude Bragg Richmond. Mrs. Franklin was a homemaker and a member of Fayetteville Church of God. She formerly belonged to the Ladies Auxiliary of VFW Post No. 3110. She was preceded in death by four brothers, Bernard, Carl, Herman "Dick" and Archie Richmond; and three sisters, Beatrice Evelyn Richmond, Glenna Richmond Coleman Pearce and Floris Richmond Caral. Born Oct. 28, 1908, in Warrior, Ala., he was the son of the late Taylor Penix and Virgie Woodson. Mr. Hairston was a coal miner with 30 years of service and had worked for Wake Fern Meat Packing Inc. in Newark, N.J. He was a member of New Era Baptist Church, where he served as superintendent of Sunday school. He was preceded in death by his wife, Mae Lily Yancey Hairston; two brothers, Troy and George Penix; a sister, Mamie Penix; and his stepfather, Beverly Woodson. Survivors include three sons, the Rev. Harper, 79, died Saturday, June 10, 2000, in the University of Virginia Medical Center. Born Feb. 17, 1921, in Oceana, she was the daughter of the late George W. and Letah Chambers Cook. Mrs. Harper was a lifelong resident of Wyoming County. She was self-employed on her family farm. She was preceded in death by her husband, Milton B. Harper. Survivors include three sons, Dr. Wilmer M. Harper of Mesilla Park, N.M., Dr. George W. Harper of Morgantown and Dr. Stephen B. Harper of Vienna; a brother, George W. Born in Washington, D.C., she was raised in Oak Hill and moved to Ohio in 1965 following her marriage to the late John Massey. Ms. Hunt began her employment with Lorain National Bank in Avon Lake as a teller in 1974 and retired as a customer service representative in 1999. Prior to that, she was employed by Sears at Midway Mall in Elyria, Ohio, for five years. She enjoyed reading, roller skating, movies and spending time with family and friends. She was preceded in death by her parents, Ruth Evelyn and Arthur J. Clark; and her grandparents with whom she lived, Walter and Rebecca Treadway. Survivors include a daughter and son-in-law, Jayne and Michael Kopis of Elyria; a son, Doug Massey of Avon Lake; and five grandchildren. Mr. Spangler was a retired miner, was of the Christian faith, a member of UMWA, and had lived in Fitzpatrick and MacArthur most of his life.
