Born Sept. 4, 1912, in West Virginia, she was the daughter of the late Dora Vance and Claudey Ramsey. Mrs. Brown had been a resident of Hopewell since 1968, was a homemaker and of the Baptist faith. Buckland ALTAMONTE SPRINGS, Fla. - Helen DeViese Buckland, 97, formerly of Oak Hill and Hilltop, died Monday, May 17, 1999, in an Altamonte Springs hospital following a long illness. Born Nov. 19, 1901, at Hilltop, she was the daughter of the late James Edward and Cordelia Painter DeViese. Mrs. Buckland was a homemaker and a former house mother for Christian Boys School in Lenoir, N.C. She was a member of Rosemount Baptist Church, Orlando, Fla., having moved to Florida in 1980. She was preceded in death by her husband, Dewey Buckland. Survivors include two daughters, Geraldine Crate of Dallas and Ruth Clemens of Apopka, Fla.; a son, Joseph D. Buckland of Augusta, Ga.; a sister, Pearl Miller of Alderson; a brother, David DeViese of Titusville, Fla.; 14 grandchildren; and 11 great-grandchildren. Services will be 2 p.m. Friday at Tyree Funeral Home Chapel, Oak Hill, with the Rev. David White officiating. Burial will follow in High Lawn Memorial Park, Oak Hill. Carter Richard Thomas Carter, 81, of Beckley, formerly of Lochgelly, died Tuesday, May 18, 1999, at his home following a long illness. Born Aug. 21, 1917, in Minden, he was the son of the late Eugene P. and Mary McCutcheon Carter. Mr. Carter was a retired president of UMWA District No. 29, Beckley, and had 31 years of service as a electrician for New River Coal Co. at the Lochgelly Mine. He was a member of UMWA District No. 29 and president of Local No. 6046 at Summerlee, and member of Oak Hill Church of the Nazarene. He was preceded in death by his wife, Effie Lee Yarber Carter on Jan. 3, 1999; a son, Denzyle Carter; two brothers, Eugene and Newton Carter; and a sister, Alma Carter. Survivors include seven daughters, Priscilla Renick of Oak Hill, Deanna Davis of Lochgelly, Norma Patrick of Teays Valley, Alma Lee Goins of Spencer, Ohio, Ruth Cavender of Marietta, Ga., Mary Ellen Kincaid of Alexandria, Va., and Gloria Jean Pack of Mayfield, Ky.; a son, Marion "Mac" Carter of Aurora, Colo.; a sister, Mary Hubacher of Oak Hill; 28 grandchildren; 45 great-grandchildren; and seven great-great-grandchildren. Woodrow Allen Cecil MATOAKA - Woodrow Allen Cecil, 59, died Tuesday, May 18, 1999, at his home. Born Dec. 6, 1939, in Mercer County, he was the son of the late Giles and Ottie Holt Cecil. Mr. Cecil was a retired coal miner, having worked for Eastern Gas Coal Co. at Herndon, and was a member of UMWA Local No. 9781. He was employed by Floyd Asphalt of Bluefield, Va., as a plant engineer and was of the Church of God faith. He was preceded in death by a brother, Carnes Cecil. Parker, 81, died Wednesday, May 19, 1999, in a Low Moor, Va., hospital following a short illness. Born Sept. 30, 1917, in Bluff, N.C., he was the son of the late Jack and Callie Woody Parker. Mr. Parker was a deacon and usher for Ronceverte Baptist Church, a member of the bowling league and member of the Brotherhood of Railway Carmen. He was a retired car inspector for C&O Railroad. He served his country during World War II in the Army. He was preceded in death by a daughter, Sue Parker; a sister, Juanita Trantham; and three brothers, Gordon, Paul and Elmer Parker. Survivors include his wife, Velma Williams Parker; a daughter, Mary Frances Davis of Charleston; two brothers, Ed Parker of Lady Lake, Fla., and Ted Parker of Wayne, Mich.; and a grandson, Stephen Davis of Charleston. Orville 'Jim' Paugh BUCKHANNON - Orville "Jim" Paugh, 67, formerly of Cyclone, died Tuesday, May 18, 1999, following a short battle with cancer. Born Sept. 18, 1931, in Vienna, he was the son of Orville J. Paugh of Reedy and the late Geneva Francis Starcher Paugh. Mr. Paugh was a retired machinist and welder for Coastal Lumber of Buckhannon. He was also previously self-employed with Paugh Welding Service at Cyclone. He was a charter member of Lacoma Baptist Church. He was preceded in death by a granddaughter, Trista Blankenship. Mrs. Pennington was a native of Lynwood, N.J., and had been a resident of Tallahassee since 1980. She was a pre-school teacher at the Church of the Advent Day School for more than 10 years, an active member of St. Louis Catholic Church and was a graduate of West Virginia University. Survivors include her husband of 25 years, James Keith; three sons, Brian Joseph, Mark Andrew and Michael Graham, all of Tallahassee; a daughter, Kathryn Marie of Tallahassee; her parents, Mr. and Mrs. Joseph G. Boucher of Egg Harbor Township, N.J.; a sister, Marjorie A. Vig of Richmond, Va.; her mother-in-law, Erma L.
