M. and Florence Nightingale Steele. His father was Superintendent of the West Virginia Hospital for the Insane and an expert on nervous disorders. The son attended public and high schools in Moundsville, then went to Marshall College, where he graduated in 1910. He studied medicine at the College of Physicians and Surgeons in Baltimore, Maryland, and received his M. D. in 1914. He was an instructor at his alma mater for one year, served in hospitals for a period, then entered the Army, serving during World War I as a surgeon in Europe. After 1919 he practiced in Mullens and was Health Officer of Wyoming County. He married Frances P. He was educated in the rural schools and was a salesman. In 1920, he was elected justice of the peace in Wayne County, and in 1925, served as a member of city council, City of Huntington. He was elected to the House of Delegates from Wayne County in 1926 and again in 1934. His wife was Lutilla Skanes, and he wa the father of one daughter.
